President of Association of Auditors and Management Consultants from the Republic of Moldova, General Director of audit company „Ecofin-Audit-Service” SRL, editor in chief of "Fin-Consultant" magazine, economist, Mr. Ion Prisacaru has signed a new original book, which has recently appeared at the publishing house ”Gunivas” – “Return to roots”.

Amendments and modifications of legislation in next fields:
Tax legislation
1. In the view of making fiscal administration more efficient in the context of VAT, the National Core Tax Inspectorate has completed Order No. 82 as of Mau 2, 2006, regarding the mode and conditions of issuing special paper, series and diapason of numbers for independent printing of fiscal invoices by the subjects of entrepreneurial activities holding the status of VAT payer. The amendment consists in the fact that it was added a requirement which needs to be fulfilled by the subject willing to benefit of the right to print independently fiscal invoices, and namely they have to register positive dynamics of the amounts of taxes and fees paid to the budget, including VAT, for the sales made on the country's territory, which should also be directly proportional to the value of sales, except for the situations where disregard of these conditions is conditioned by the sales performed at zero VAT share or reduced VAT share, investment realization or other objective reasons. At the same time, there have been introduced amendments in the matter of the term given for submitting the application to benefit of the right of printing independently fiscal invoices, being stated that the applications received from VAT payers will be examined twice a ear, with further list approval for the next year until December 1 and approval of additional lists for the current year until July 1. Labour legislation
2. On the basis of the Additional Agreement on the modification of the Collective convention on electro-energetic level for the period between 2006-2010, it has been prolonged until 2015 the validity term of the Collective convention on the level of electroenergetic sector of the national economy of the Republic of Moldova for the years between 2006 and 2010, registered with the Ministry of Economy and Trade on July 3,2006 under No. 5. also, there have been introduced modifications in the matter of waging, compensation bonuses, salary-adding for work experience etc. (Additional agreement concluded between the Ministry of Economy of the Republic of Moldova and the Republican Council of the Federative Syndicate "Sindenergo" of the Workers engaged in Energetic of the Republic of Moldova, registered in the Ministry of Labour, Social Protection and Family on December 22, 2010, No. 17).
3. In the view of ensuring social-economic protection of employees who are members of the syndicate from the sector of culture, it was concluded the Collective Convention (level of sector) for the years 2011-2013. The convention regulates the rights, working time, waging, labour security, particularities of employment of wagers in the sector of culture (Collective Convention (level of sector) concluded between the Ministry of Culture of the Republic of Moldova and Syndicate of Employees engaged in Culture, registered wit the Ministry of Labour, Social Protection and Family on January 4, 2011, No. 1 Official Monitor of the Republic of Moldova No. 5-14 as of January 14, 2011).
4. The Ministry of Education and Syndicate of Education and Science, in the view of ensuring the realization of labour legislation and other normative acts which regulate the conditions of labour, education, waging of labour, hours of work and time of rest, assurance of social guarantee etc. for wagers from educational sector and science and for students, concluded the Collective Convention (sectorial level) for the years 2011-2015 (Collective Convention (sectorial level) concluded between the Ministry of Education of the Republic of Moldova and the General Council of Syndicate of Education and Science, registered with the Ministry of Labour, Social Protection Family on January 12, 2011, No. 2, Official Monitor of the Republic of Moldova No. 18-21 as of January 28, 20110.).
Banks and banking activity
5. The National Bank of Moldova decided to increase by 1.0 percentage points:
- the basic rate applied on the main operations of monetary policy for short-term (8% annually);
- interest rate for overnight credits (11% annually)
- interest rate for overnight deposits (5% annually)

Regulations in various fields
6. It has been published the Regulation on the conditions of admission as officers of the court on probation and the conditions of probation carrying out. The regulation determines conditions of admission to probation conduction, particularities in organizing and carrying out the competition, conditions of carrying out the profanation within the activity of officers of the court. The Regulation defines the activity of officer of the court on probation as incompatible with other activities, but the didactic, scientific and creation ones.
